Hello,

VSD works in two modes, plain text and SSL encrypted. Plain text uses
port 1725 and SSL encrypted uses 1726. With plain text, yes anyone can
connect and modify things, that is why it is documented to either
firewall off port 1725 or disable it during install. Using SSL encrypted
protocol, a client needs an SSL certfifcate before it will authenticate
and accept connections.
