The syntax you need to use is;
 svsdadm vs_create <vs> <ipaddr> <fqdn> <numuid> <quota> <max vd> [<skel>]

eg. svsdadm vs_create hostsrv.test.co.uk vsname xxx.xxx.xxx.xxx 100 100 100
freevsd-skel-1.4.9-rh7

You can omit the skel if you only have one skel installed.
