not sure if I got the task wrong - and you must know that I use vsd1.4.6
- but in my VS's the limits are in this file:

/etc/login.defs

here - as usual under linux - you limit the UID/GID range:

#
# Min/max values for automatic uid selection in useradd
#
UID_MIN 1600
UID_MAX 1610
#
# Min/max values for automatic gid selection in groupadd
#
GID_MIN 1600
GID_MAX 1610

this on has 11 users/groups

UID_MIN 1600
UID_MAX 1699

# Min/max values for automatic gid selection in groupadd

GID_MIN 1600
GID_MAX 1699

yeah - this one has 100 users/groups and doesn't affect the next VS that
starts at UID 1700.
