Hello, Are you trying to add virtual users, as in users associated with a domain through procmail recipes, or actual users for use within the virtual server?
For physical users, follow Jimmy Koerting's advice. If its vusers, then you need to increase the MaxVUser limit within the virtual domain's configuration and use the svsdadm vuser_add command to add a vuser. HTH, Damion.
