Digging around found a sample of a vsd.conf VirtualServer directive (why
isn't it created during installation? Why don't the docs say one word
about this???). After adding the following:

<VirtualServer vmail1.pacspro.com>
IP 192.168.20.131
StartUID 0
Users 0
Status active
Quota 0
Skel
Partition 0
</VirtualServer>

...and then trying to run vsdadm vs_create, I get:

error: -ERR Skel default does not exist

But...

[root@vmail1 root]# ls -l /home/vsd/skel/
total 4
drwxr-xr-x   11 root     root         4096 May 15 13:44 default

So... what now? :-)
