This stuff was created during my installation *shrugs*.  Anyway, in
looking at our vsd.conf, add default after the word "Skel" in your
VirtualServer directive. So it should become:

<VirtualServer vmail1.pacspro.com>
IP 192.168.20.131
StartUID 0
Users 0
Status active
Quota 0
Skel default
Partition 0
</VirtualServer>
