I installed the skel RPM for Red Hat 7.X  There are some things missing
from it...

[root@vmail1 root]# vsdadm vs_create vmail1.pacspro.com test1
192.168.20.132 test1.pacspro.com 50 0 default

[root@vmail1 root]# vsd-vsbatch.pl
[root@vmail1 root]# vsboot --start
vsboot: start (s0): Starting inet services for test1
vsboot: start (s1): Starting services for test1
/etc/rc: rm: command not found
/etc/rc: rm: command not found
/etc/rc: rm: command not found
hostname: Host name lookup failure
/etc/rc: mkdir: command not found
/etc/rc: mkdir: command not found
/etc/rc: mkdir: command not found
/etc/rc: su: command not found
starting ssh server: sshd

These files don't exist at all in the skel.  Just an FYI to the
maintainers... :-)
