Hello,

Things like mkdir and ls should all be in the fileutils RPM, which needs to be 
patched, and then placed in /usr[/local]/share/freevsd/pkgs before running 
vsd-genskel.pl.

Which version of the freevsd-pkgs RPM did you use?
