webmin works well, if run as root, but to protect the virtual server, you need to ensure that you are strict in what you let the 'end user' see, as all of webmin runs as root by adding it to /etc/rc. i found, if you install webmin and configure it like red hat 7.1 it works fine (the init module, and user modules need updating tho to allow rebootvs and the user modules need updating to reflect the UID-GID ranges used within the vs)
