Just an idea, but I suggest you go to the vs directory (not using bevs, ie. /home/vsd/vs/vsname/) - and in the etc directory, there is a file called login.defs
Looking in that file, you could find about 1/2 way down, the settings UID_MIN + MAX, and GID_MIN + MAX - make sure there are correct, ie, for the min values, put 1200, and for the max values put 1399..
