The tuner on the TV is a variable capaitor.  This is what you pay for. 
If you take your TV (and video) apart and replace this component with
one with a reduced range that physically cannot make the equipment
recieve the BBC channels, then you will be able to legally prove that
you cannot recieve BBC and consequently be void of the licence fee.

Having lived in the states and now living in Spain and watched TV from
around the world, I think you're wrong about the BBC.  The BBC do
produce some very good programmes, very good commodies, very good news
and the licence fee also pays for radios 1 through 5, the world
services, the on-line services and works out cheaper per year than
subscription to the utter bollox commercial television that cable,
digital or satellite subscribers recieve.  Britain still produces some
of the best quality radio and TV broadcasts in the world and killing the
licence fee won't necessarily improve this situation.  Most countries
have to put up with third-rate american rubbish interspaced liberally
with hundreds of adverts.  If this is what you really want, you're
welcome to it!!

On another note.  Television is a luxury item and watching too much of
it has a tendency to rot your soul.  As does too much preoccupation with
the lives of people in some trashy soap opera (I'll include Star Trek
and X Files here) rather than focussing on the world around you.  This
is a dangerous machine and people should be taxed for it.  

So think of the licence fee as television tax and remember that we also
pay tax on every other fucking enjoyable thing.  Therefore, it's not
really that bad.  Is it?
