Is there some evidence that, without constraint, many people would just 
as soon rape and mugger?   I think if I woke up one morning and found a 
trunk of $1000 bills by the bed, I'd hide it and then go to work.  With 
no worries, I expect I'd be more productive.  Maybe I'd be late and walk 
the dog first.
