Except maintain the NASA Near Earth Object program at JPL?

I propose a tax on ESPN to pay for the project.

Maybe a Livestrong type campaign where fans can pay extra for Earth Shield branding on their jerseys or something. Proceeds go to NASA, USAF, etc.
