I have heard a proposal for doing smaller adjustments more often - but why not take that to the logical extreme and do it continuously? Most people use some form or other of computer to tell time nowadays anyway, and even physical mechanisms would not be extremely difficult (I think) to redesign to change smoothly throughout the year. -Arlo James Barnes
