There's a point of view that says that a business relationship is what secures information. Which is to say that it is expected by this sort of person, a person sometimes handing out the public money, that the people earning this money will behave contrary to the public good, or even against the law or national security otherwise. I don't think that is representative of how most people who do this kind of work actually think or are motivated. And while it is reasonable this matching of motives and incentives, I don't see how the right ethic can evolve in a management consultant type setting. It seems to me this was a bad situation.
