polynomial, coefficient, exponent, polynomial so pomopo is not really intuitive. I don't really have a good suggestion, but given that the function name does not appear too often, at least polymonompoly is a bit more informative. We can even have poly_+monom_*poly but I don't know whether I really want such a name.
