To Ralf, these 2 function might be the only 2 "low level" function
in polynomials, although their name are strange, I'll keep it.

pomopo! is used in polymonial multiplication, so performance
is important, I won't touch its implementation, so just clean up
interface.

FAMR(R:Join(SemiRng, AbelianMonoid),E:OrderedAbelianMonoid)
stands for FiniteAbelianMonoidRing, fmecg will require R has Ring,
will that be appropriate? I think so, because FAMR is not a
mathematically defined thing, just a domain's name.
