For windows, there's packaged binary to download directly.
That binary is compiled with sbcl on mingw64.

As for cygwin, sbcl does not run on it, ecl worked on it,
I have not tried for a long time.  The advantage of cygwin
is to have X11 support.

IIRC that GCL supports mingw (not mingw64!), which is really
outdated.
