It's not the first time I ever wasted time on a secret firewall
configuration change.  It too bad these things are hard to debug
from where the users sit.

They are usually fairly easy to debug if you take the approach that it is safe to assume your computer is not the problem. Always assume the problem is at the firewall or the routers or whatever...it's usually a safe bet in my experience...especially in the dorms.
