Well this goes back to the x86 vs Apple debate from the 80s actually. Apple has always provided a very stable OS and hardware platform. Why? Because they control exactly what hardware is in use and how it interacts with their software. Monopolistic? Yes, but it's the best way to insure stability. If a laptop is marketed as a Linux laptop, that means it's been tested with Linux which would make this whitelist moot because you wouldn't be needing a different card. Besides, is it not within the rights of a manufacturer to limit the possibile configurations to ease in them providing the support that their customers will demand on the phone?

It might not exactly be a free software issue, but I think it goes against
the same general principle of freedom (free hardware, perhaps?) You can find out more about this by doing a Google search for something like "laptop bios whitelist".
