Most of the world doesn't care *who* structures things as
long as they work, which is part of why committees have that
power to approve their own structure, short-term. As long as
the membership can overrule committee brain farts/evilness,
just f'ing do it. It's poor to fail by refusing to try.

Everything which doesn't compromise privacy or confidence should be
published, preferably in a way that allows members to hack up reports
if they wish (for example, it should be possible for the
http://www.affs.org.uk/~mjr/www-src/ to be hosted externally).
