We've known since DHS was set up what they were thinking - it's an amazing combination of 37 herbs and spices^W^W^Wdifferent federal agencies, and their mandate is to *look* like we're doing something about security, rather than provide *actual* security. Providing *actual* security is both (a) too complicated for that agency and (b) would throw a major harpoon into the Administration's attempts to play the terror card to justify any actions they want to take.
