Because it doesn't require double opt-in. IOW, you aren't required to
send the mail from YOUR e-mail address, using YOUR mail server, TO your
"Friends", who then have to actively accept in order to be on any of
Facebook's lists.

Never mind that they have no requirement to verify that the people you
are uploading are even really your friends, or that you aren't just
uploading an address book you bought.
