RE: FuseDoc specification

A copy of a draft version of my company's cf documentation standards is here:

You'll see it's almost entirely based off of Hal's stuff, with some changes and 
additions.  We, too, are planning to add @whatever syntax (a la JavaDoc) for things 
like author, version number, etc.
