do you happen to know which one can do it without using a payment service?
it seems like most of them use some kind of payment service.
all i want to do here is to make sure user has a valid card(not just a basic
on the card number, but on all the relating info name and exp. date) but i
don't want to do a transaction. i don't know if it's possible. maybe someone
has some insight on it.
