We created a page generator for our programming. It was written in VB and
given specific information for a particular module, it writes a listing
page, display page, add, update and delete. Then all that is needed is to
modify and add specific items. It has worked great and has cut down on my
generic programming time by up to 75%. This leaves me with more time to
concentrate on that 20% of the site that doesn't lend itself well to the
cookie cutter approach.

This is actually not possible. Rational have something that takes UML and
authors C++ code from it, but even that can only go as far as creating
classes etc...actual functionality is still something that has to be hand
crafted.
At the end of the day, each solution is unique, but what you should be
able to do is approach the whole development process from one of component
reuse.
On the otherhand, developing a app that documents and creates all the
files necessary to begin the coding the of a fusebox is extremely useful.

You should really take a look at Fuseminder, an app written by Jeff Peters
who went to my Developing Applications with ColdFusion and Fusebox class.
It's pretty danged cool. It won't write the app, but it does give you a
decent start. It's in the tag gallery.

Ever since I've become a developer, I've wanted to write an application

would write my applications for me... Seriously though, I've been thinking
about writing an app that would parse the fusedoc and write the code for me
- Seriously!!! I just haven't had the time to really sit down and do
anything about it though. When or if I get around to doing so, I'll let
everybody know.
