it could if you wanted them to. But it's not really designed for that.
it's really designed for redirecting before any form information is
sent.
For example:
Say you've got survey circuit application. i.e. user fills out some
survey information and it's saved in your database. Let's also say you
have a registration/login circuit application. You would want to be
able to associate 'who' added an entry to the survey. This could be
done by having the user login/register BEFORE they enter anything into
the survey.
So BEFORE they even got to the survey form they would be required to
tell you who they were.
