I'm writing this after reading some of the other
replies to the below.
I, for one, don't think the main thrust of this is news.
I've seen it described many times. For example, I've
even made a form submit gif as text underlined in blue
(to get a nicer-looking submit that still meets an old
usability recommendation of blue underline).
Just take a look at Yahhoo!, Amazon, or Google, for example.
Users want to get to what they want with a minimum of hassle.
I, for one, am always grateful when a site has a "skip into"
link to its latest flash brainstorm. And popups, ugh!
