There is a good section in the mythical man month about this.

What Brooks describes about AI taking over is that programmers have been
trying to do that for 30 years and all it turns out to be is a next
generation language.  For example... CF is essentially writing the C++
code for you. If those folks figured out how to code with simple
English, i'd be very impressed. 

Just remember the code has ALWAYS been the easiest part, regardless of
the language, it's the specifications for what the code does that's
hard. Getting the client to tell you what they want in a way that a
programmer can build it is the real challenge.
