Your making assumptions about the recommendation.  Just because the site is
not up yet doesn't mean that the company is just starting out.  It could
very well be that the company has been in existence as a different entity
and is launching the recommended site as separate division.  I agree that
you get what you pay for  and would not recommend the cheap hosting
solutions to any developer or any of my clients.
