fusebox.xml is loaded from the *application* directory (which may well
not be the webroot).

The (shared) Fusebox directory holds the core files and can be
anywhere (inside / outside the web root).

I have /fusebox4 as a mapping to my shared Fusebox 4.1 core files. I
have /app/fusebox.xml for my XML file (and /app/index.cfm for my entry
page).
