I can't understand why the app would speed up (other than the fact that
custom tags, which have additional overhead, aren't relied upon - for
example, <cf_formURL2Attributes>).  I would suspect that when they were
updating the application, they fixed "crap" code to run more efficiently
(not related to FB, of course).

apps work together great so I would suggest using fb3 for new

Yes.

Yes. But don't work late to do it. I normally wait until I have
some other reason to mess with an existing app and then make
the transition.

I'm doing it now. There's really not that much work involved.
Once you get the hang of FB3 you'll find that converting an
FB2 app is an easy, five minute job.
