I just put it right in the root fbx_Settings.cfm file so it get's
processed every time and that way I can use Session variables.  Is that
wrong?  Should I not have done that?  No one told me that was wrong.

Your concern is justified. The Application.cfm up the directory
structure will be included and can cause problems. That's why it is
recommended to ALWAYS have an Application.cfm (read my previous post
below). Because in FB, you tend to use <CFPARAM> to set parameters, some
vars could get you in trouble.
Example:
On your c drive you copied an Application.cfm containing the code <cfset
request.dsn = nonexistingdsn> In your root fbx_settings.cfm you set the
dsn for your application with <cfparam name="request.dsn"
default="mydsn">
Result:
All your queries fail because they keep looking for the data source
nonexistingdsn !!

thank you all. your explanations were all very clear. my biggest concern
was that if an application.cfm was *not* included in an fb3 app, cf
would look for it all the way up to the root (per forta). if that were
the case, would fbx_settings overwrite any potential conflict?

Keep in mind that you can't stop CF from including the nearest
Application.cfm automatically. To avoid problems you should ALWAYS have
an Application.cfm in the applicationroot. If you don't want to use it,
just have one CR/LF in the file (because CF can't handle empty
templates).
