The specification has not yet been published. The organization that was recently elected is currently going through the process of forming it's structure. Once this is complete the first order of business for the Standards Committee (still to be elected) in concert with the Council (the founders of FB) will be to create that document. If you go to the fusebox.org site you will see various links to the government announcements. These will explain better the roles and functions of the various administrative bodies.
