I have just completed a very successful forms prototyping effort using Visio to mock up the forms. It can quickly emulate the look and feel of specific form types and can easily link forms together using dummy buttons and hyperlinks.
We built a visual map of the website as a flowchart and then linked specific boxes to individual form mockups. Visio allows you to create multiple pages (ie forms) with links between them. Visio then generates the pages as linked HTML forms for quick display by users. We put the generated HTML on our WEB site and had a conference call with users in Detroit who could follow our phone conference discussion about the forms and their flow.
