I like the new idea; seems like you would get more qry_ reuse etc.

Here is one consideration though,

Sometimes in a production environment you don't want your backoffice folks
messing with the site while people are viewing the public website.  This
means that, with growth, you might want to completely seperate the
administration application from the Public application.  In my experience
each application can and should be able to become completely seperate.

Just something to think about...depends on your client's needs really.
