however in the instance where the circuit is ill-defined then the above
statement
is supposed to be false. That is,

attributes.fuseaction = "#fusebox.circuit#.#fusebox.fuseaction#" is always
true
whereas fusebox.targetcircuit is supposed to equal fusebox.circuit only when
the
core file was able to identify the fusebox.circuit as being an
actually-defined circuit.

You might want to think of fusebox.circuit and fusebox.fuseaction as
somewhat "raw" values -- the sorts
of thing that would have gotten passed in on an URL for example, although
even that begs the question of
their value if no fuseaction is received and/or one if recived which is not
a dot-delimited list -- and then
fusebox.targetcircuit being a more "processed" value.

[this is a very subtle point that should not come up in most people's
experience.]
