Here's something to try. I've found that FusionPro can take a LONG time to get to the Edit Rule dialog if you have a very large data file connected to your template. I suspect FP is parsing the entire file before it displays the Edit Rule dialog. So sometimes it can appear to be hung but in fact it is just doing a lot of work.
If you are using a large data file, you might try just waiting (e.g. for 3 to 5 minutes). If the Edit Rule dialog eventually does some up, then you've run into this issue. If so, try creating a much smaller subset, and work with that until you get the rules right.
