If you're using FusionPro Server, you can use the DIF Control API to
modify the locations of frames, as well as any other elements of the
layout.  In other words, you get full variable layout control as well as
variable data.  This is one of the key advantages of Server, in addition
to the ability to automate, or batch, jobs.

If you're using FusionPro Desktop, you have several options.  One is to
create different versions of the output page, and use the
SetBodyPageUsage function in your OnRecordStart rule to select the one
you want for each record.  Another is to use inline graphics, possibly
in a table, to control the locations of the graphics on the page.

However, I think that in your case, the simplest solution may be to
simply write your graphic rules so that if there's only one graphic, the
rules for the leftmost and center frames return nothing (NullResource)
and the rule for the rightmost frame returns the single graphic.
Likewise, if there are only two, the leftmost rule returns nothing and
the other two rules return the graphics.
