Bob, In the Variable Text Editor for that text frame, highlight the rule and select the Paragraph button. Check to see what the value of the "Widows" is. If it is not already, change it to 1 and retry composing the template. Also, check the overflow frame value as well.
If that doesn't do it, make sure the text box that you have placed that rule into is at least .1" wider and deeper than the template page for the original and the overflow box. Again try recomposing. If you use inline graphics in a text frame with overflow pages, you can insert a variable number of pages for each output record. (You can start from a blank one-page document by saving or printing a blank document to PDF from another application.) The page size should be the same as in the PDF from which you are including the pages. * Define the data source for the document.
