We have had problems with "East European" fonts.  The name refers to a
larger set of characters that includes glyphs necessary for Slavic and
other languages.

This is the craziest thing!  I removed the Futura Condensed font that my
customer supplied me with and replaced it with the Futura Condensed font
we own and all of the tracking and kerning issues seemed to have
disappeared!
The customer's font and our font seemed to be the same and even
previewed the same in Suitcase but this customer must have done
something to it for FusionPro to "read" the tracking differently.  

Thank you for all of the suggestions and advice.  It all helped to point
me in the right direction!

I think Quark, InDesign and (maybe) some other professional page layout
programs can deal with typesetting way better than, say, Microsoft Word.
It must be hard-coded into the software. I remember when InDesign
launched, Adobe touted its advanced typesetting features - things the
program just did automatically - without the user having to do so much
tweaking.

If this is the case, then I don't expect any other programs to be able
to do the same. Also, as mentioned, the font itself has a lot to do with
it. Maybe it has kerning pairs that are built (like Dan said) to look
good when normal tracking is applied.

Do you have another version of Futura Condensed you can use? (Are you
using Futura from Adobe's font library?)

If you have a font editing program such as FontLab TransType, try
opening the font and converting it to OpenType or TrueType and see if
that helps.

Also, try using another font just to prove that it IS in fact the font.
Futura Condensed is not an obscure font, so I can't see why the customer
wouldn't be against changing it if necessary. There are probably a dozen
fonts out there that are similar to Futura's look.

Yes, it probably depends on the font.  Most fonts are designed to work
optimally at normal tracking.  You might want to try turning off kerning
for the paragraph in question.  How much tracking are you applying?
