I think I will have to go the tagged text path. I am going to have our

Sure, you can switch to tagged markup input, but I'm not sure that's going to solve the problem you stated as, "The text has punctuation, returns etc… that must be retained in the record." If there's an embedded newline in your tagged markup, FusionPro will just treat it as whitespace. You could convert the newlines to <br> tags, but that can be done in a tab-delimited file as well if you check the "Treat field values as tagged text" box in the Data Source Wizard.

We should take a step back and figure out what exactly you're trying to accomplish by embedding line breaks into the record data. Are you trying to force the text to break at a particular point? Ideally, the text content and its representation should be defined separately, especially in a variable data job.

You can copy and paste text that has carriage returns into an Excell spread sheet but for this particular job it is all done in the background. Our
programmer set this program up for us.

Ah, I see. You can also type ALT+ENTER on Windows to insert a line break in a cell. But that kind of formatting really shouldn't be done in Excel for a FusionPro job. And I don't see from the example you posted where there's an embedded line break anyway:

Where is the line break?
