The <smallcap> tag should automatically make any "regular" capital
letters in the original text show up larger than the "lower-case"
letters which are converted into "small" caps. However, if the text is
not already in "title case" with the initial letters of each word in
caps, then you can use the ToTitleCase function to accomplish that.
So the rule shouldn't need to be much more complicated than this:
return "<smallcap>" + ToTitleCase(Field("foo"));
