I am not sure if you are using a one-up PDF with 16 pages - 16 different tickets.... Each page having the variable setting for the numbering where it needs to go using the Fusion pro plug-in in Acrobat.
The part where it gives you the tickets all the same number on one page is most likely to be fixed in the imposer program in the document description part that there are 16 pages in the "Pages Per Record" part. For example if you have 16 page ticket sized at 1"x7" then do this with imposer - supposing you have 11x17 or larger press sheet size.. In the Layout part leave it simplex unlees you are doing double sided tickets... have the stack be infinite stack then vertical be 8 and the Horizonal be 2 then save the imposition and go reoutput using this new imposition and it should work.
