I need a rule that will move a line up if the line above it is empty.

The business card has 2 phone lines with the option of using 2
on each line. The issue is on the second line when the (4th number) Cell:
number is not
used and I have suppress if containing empty variables selected the entire
line is suppressed hiding the 3rd phone. I do need to use suppress if
containing empty variables because the email needs to move up if no
numbers are used on the second line.

Return if all fields are used, this works fine
