This works for the Use New Address fields. If you look on the Billing
Screen, you'll see an address form on the RIGHT side (where you can make
fields required), but then on the LEFT side there's an Address Book option
where (as far as I know) you can't make fields required. I need to know how
to  control the Address Book portion of it.

You can make certain fields in regards to addresses required if you go to,
Options > Custom Location Labels, and check the "Label Value Required"
option. Hope this helps.
