i wish i had an answer for your question.

but what i do want to bring to your attention is to BE VERY CAREFUL as to
how your user/customer types in "USA" in the country field. if they type
it as "USA" the tax will be formatted correctly and charged accordingly.
if they type it as "U.S.A." (with the periods) it WILL NOT calculate tax
at all and you will lose out on that $$.

for some reason, its the country field that is triggering this
miscalculation.

trust me, its been over a year we've been experiencing this.
