Perhaps a simpler way...
If you're using the standard phone formatting rule in FusionPro,
(I think they call it "Change Phone Format Rule")
which does not include or affect the phone label ("Toll Free"),
I think you can just replace the phone number in your rule
with the phone formatting rule.
A rule within a rule.
I'm assuming your Toll Free number is variable.

Something like:

if (Field("Phone") == "")
     return ""; 
 else    
  return 'Toll Free:'+"<t>"+("ChangePhoneFormatRule");

Some engineer-type please chime in if I'm wrong!
