Sorry, not sure I know just what you're wanting to do, but
The "Change Phone Format Rule" in FP will accommodate the "+1<space>"
if the user types it into the entry field.
I just let the user type that in, and add form notes to the PrintOne to
instruct the them to do so if needed (international numbers).
otherwise, I think you can just type it into your rule like:
return 'Toll Free:'+"<t>"+ "+1" + " " + ("ChangePhoneFormatRule");
