The expression "chaordic" was coined by Dee Hock, inventor of Visa.
Chaordic is a combination of order and chaos.

Basically, the banks had a problem.  Their own credit cards permitted only
limited access for users, and bad debtors could go elsewhere.  Banks were
competitors, and could not cooperate.

De Hock suggested a system without ownership, with no head office, where
participants could become partner-like in a virtual system where they each
took ownership of what they needed to, and shared the bigger picture issues,
such as the Visa name and bad debtors.

The concept would seem appropriate for a system of governance on both the
national/global level and the community/bigger community level.
